The rush to deploy AI across critical sectors is understandable. The technology offers genuine efficiency gains and capabilities that weren't possible before. But critical infrastructure operates under constraints that make AI deployment fundamentally different from deploying AI in a consumer app.

Getting AI governance right in these sectors isn't about slowing down innovation—it's about deploying innovation in ways that don't create new catastrophic risks.

The Stakes Are Different

When AI in a consumer product fails, users get bad recommendations. When AI in critical infrastructure fails, the consequences can cascade into the physical world:

  • Energy grids making incorrect load balancing decisions
  • Water treatment plants misreading sensor data
  • Transport networks making unsafe routing decisions
  • Industrial systems operating outside safe parameters

These aren't hypothetical concerns. They're the operational reality that governance frameworks need to address.

Explainability Is Non-Negotiable

In consumer AI, opacity is a nuisance. In regulated industries, it can be disqualifying. When a regulator or incident investigator asks "why did the system make that decision?", "the neural network output that recommendation" is not an acceptable answer.

This doesn't mean avoiding AI—it means deploying AI in ways that maintain explainability:

  • AI for analysis and recommendations, humans for decisions
  • Clear documentation of model inputs and training data
  • Audit trails that connect AI outputs to specific decisions
  • Boundaries on AI authority that match the explainability available

Human-in-the-Loop Requirements

Many critical infrastructure deployments require human approval for consequential actions. AI that tries to remove humans from the loop isn't just creating governance problems—it's fighting against legitimate operational and regulatory requirements.

Effective AI in these environments enhances human decision-making rather than replacing it:

  • Surfacing anomalies that humans should investigate
  • Providing analysis that informs human decisions
  • Automating routine tasks while escalating exceptions
  • Making operators more effective, not redundant

Data Sovereignty Complications

Many AI models require data to flow to cloud environments for training or inference. For critical infrastructure, this creates data sovereignty concerns:

  • Operational data about critical systems leaving controlled environments
  • Training data potentially exposing infrastructure vulnerabilities
  • Dependencies on AI providers who may be subject to foreign jurisdiction

These aren't paranoid concerns—they're real considerations that governance frameworks need to address.
